Systems & Structures - What Counts?
In block three of the Three-Block Model of UDL, called Systems & Structures, policy, divisional implementation requirements, and school-based service delivery models are outlined. The Three-Block Model of UDL links frameworks such as RTI and Co-Teaching, school turnaround, and research on effective inclusive education practices in one, seamless framework for 21st century education.

In Manitoba, the Manitoba Alliance for Universal Design for Learning (MAUDeL) has formed to bring together professionals from all over the province to further implementation of the Three Block Model of UDL.
Critical Pieces:
- Policy - No exceptions to inclusive policy. You cannot claim to be inclusive, but segregate "just them" (e.g kids with behavioral challenges)
- Leadership - research shows the role of the principal is critical to systems change.
- Service delivery - collaboration amongst clinicians, special education personnel, classroom teachers, and families/communities.
- Teacher professional development, with time for planning and collegial dialogue.
